Hong Kong Campaign for the Advancement of Human Rights and Peace in the Philippines (HKCAHRPP) joins with peace loving Filipinos in honoring the life of Luis “Ka Louie” Jalandoni, who passed away on 7 June 2025. A former catholic priest, human rights defender, former political prisoner, and revolutionary who devoted his life to serving the poor and oppressed Filipinos.
作為天主教神父，他在巴科洛德教區社會行動中心服務期間，深入蔗農群體生活，親歷勞動者的生存困境與極端貧困。目睹菲律賓武裝衝突的根源——貧困、土地剝奪、公共服務缺失與資源分配不公，他決意以行動踐行信仰。面對封建壓迫社會的現實，他將自己繼承的土地贈予貧苦農民，助其追求更美好的生活。
As a Catholic priest, in service at the Social Action Center of the Diocese of Bacolod, he lived among the sugar workers and got exposed to the realities, hardships and deep poverty the workers lived in. His exposure to the root causes of the armed conflict in the Philippines – poverty, landlessness, inaccessibility to services and inequitable distribution of resources, challenged him to continue to live out his values in his day to day life. Faced with the realities of a repressive feudal society, he gave away his inherited lands to the poor peasants so that they may know a better life.
由於法西斯社會的鎮壓環境及其修會的妥協立場，為履行服務貧苦大眾的基督教使命，他選擇加入革命運動，以此服務內格羅斯島的工農群體。雖告別神職踏上革命征途，成為人權捍衛者與國際主義者，卡·路易始終恪守真正基督徒與革命者的原則，一生謙遜簡樸，心繫菲律賓社會最受壓迫的底層民眾。
Faced with the repressive fascist society in which he lived and the collaborationist religious order, he carried out the Christian mandate to serve the poor and most oppressed by joining the revolutionary movement as a means to serve the peasants and workers of Negros. While he chose to leave the priesthood and take the path of activist, human rights defender and internationalist. Ka Louie lived his life committed to the principles of a true Christian and revolutionary, living humbly, practicing simple living and caring for the most oppressed and poor of the Filipino society.
七十年代老馬可斯執政時期，卡·路易投身日益壯大的反法西斯人民運動。1972年馬可斯實施戒嚴令後，他轉入地下堅持政治工作，直至1973年與曾是修女的妻子卡·康妮（Ka Coni）一同被捕。經宗教團體與人權倡導者發起釋放請願運動，二人於1974年獲釋。
During the time of president Ferdinand Marcos Sr. in the 70s, Ka Louie joined the growing peoples movement against facism. When Marcos Sr. declared Martial Law in 1972, he continued his political work underground until he and his wife Ka Coni, who was a former nun, got arrested in 1973. Campaign to call for their immediate release led by faith-based groups and human rights advocates led their release in 1974.
懷著為菲律賓建立更公正民主社會的堅定信念，卡·路易夫婦1976年流亡荷蘭，揭露戒嚴時期馬可斯獨裁政權的暴行。他們從未放棄對公正持久和平的追求，始終以簡樸謙遜的態度持續推動和平事業。
Ever determined and wholly dedicated to struggle for a more just and democratic society for the Philippines, Ka Louie with his wife Ka Coni 1976 went into exile in the Netherlands to expose the Marcos Sr. dictatorship’s brutal crimes in the midst of Martial Law. They never gave up on their dreams for just and lasting peace in the Philippines continuing to live their lives simply and humbly as they continued to work for peace.

We take inspiration of Ka Louie’s decades of work in building international solidarity, working for peace rooted in justice in the Philippines, and his great contributions and achievements he has made together with this revolutionary wife Ka Coni.
卡·路易曾於1980年代中期至2016年擔任菲律賓全國民主陣線（NDFP）首席談判代表，主持與菲律賓政府（GRP）的和平談判。在其任內，雙方共同起草並簽署了里程碑文件——《關於尊重人權與國際人道主義法的全面協議》（CARHRIHL）。
Ka Louie was former chairperson of the National Democratic Front of the Philippines (NDFP) negotiating panel from the mid 1980s until 2016 in the peace negotiations between the Government of the Republic of the Philippines (GRP) and the NDFP. During his tenure as chief negotiator of the NDFP peace panel the landmark Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) was crafted and signed by both parties.
這位被菲律賓人民尊為「和平使者」的革命家，曾給予本組織成員諄諄教誨與精神感召。作為致力於同菲律賓人民共築公正持久和平的組織，我們鄭重承諾：將繼續加強國際團結，全力支持菲律賓人民追求正義與永恆和平的鬥爭事業。
Known and loved by the Filipino people as a man of peace, members of HKCAHRPP who had the chance to meet him feel grateful to Ka Louie for his guidance and the inspiration to us.
