香港爭取菲律賓人權與和平運動(HKCAHRPP)強烈譴責菲律賓軍方第79步兵營於4月19日在內格羅斯西省托博索市薩拉曼卡村(Brgy. Salamanca, Toboso, Negros Occidental)發動的暴力軍事行動。這一連串軍事行動造成19人死亡,並迫使來自薩拉曼卡及聖荷西村(San Jose)共168戶、超過653名居民被迫逃離家園。
The Hong Kong Campaign for Human Rights and Peace in the Philippines (HKCAHRPP) strongly condemns the April 19, violent military operations conducted by the 79th Infantry Battalion (IB) of the Philippine Army in Brgy. Salamanca, Toboso, Negros Occidental. These successive military operations killed 19 individuals and forcibly displaced more than 653 residents from 168 households in peasant communities in Barangays Salamanca and San Jose.
即使菲律賓軍方聲稱是次行動是與新人民軍(NPA)的軍事交火,並指所有死者皆為NPA成員,但死亡人數之多及行動本身已顯示極有可能嚴重違反了國際人道法。
Despite the Philippine military’s claims that all of the operations were part of a military encounter with the New People’s Army (NPA) and that everyone killed were NPA members. The sheer number of casualties and nature of the operations strongly point to likely widespread IHL violations.
受害者家屬及人權組織目前正在查證事件真相,及核實所有受害者的身分,當地居民也反駁軍方說法。受害者包括記者及文化工作者 RJ Nichole Ledesma,以及菲律賓大學迪里曼分校(UP Diliman)學生會現任學生代表、學生領袖 Alyssa Alano。據稱兩人受害時正於當地進行社區工作與關於當地農民的生活狀況的調研。
Already locals are refuting the military claims even as surviving families and human rights groups are working to verify the actual details of what happened and the identities of all the victims. The victims include RJ Nichole Ledesma, a journalist and cultural worker, and Alyssa Alano, a student leader and incumbent councilor in the University of the Philippines – Dilliman student council. Both were reported to have been conducting community work and immersion with communities in the area to research the conditions of the local peasants at the time of their killings.

Another victim Errol Wendel, an organizer of the Unyon ng mga Manggagawa sa Agrikultura (UMA), who went to Negros as a community researcher of sugarcane workers. He was also a cultural worker, formerly affiliated with the Artista ng Rebolusyong Pangkultura (ARPAK). Errol was met by members of the HKCAHRPP last year when the group visited the Philippines. Errol, in our brief acquaintance, was a young man full of determination, his dedication to living with and helping the peasant community is priceless, his commitment to helping the poor and farmers is incomparable. It is outrageous that the Marcos Jr. government mercilessly kills defenders of the poor and farmers, while corruption and the squandering the wealth and money of the people continued.
HKCAHRPP支持菲律賓當地及其他國家的人權與和平團體的訴求,要求立即展開獨立、公正的調查,以釐清這次殺戮及數百家庭被迫撤離的真相。調查必須在不受菲律賓武裝部隊(AFP)干預的情況下進行。AFP長期以來無差別侵犯平民與士兵的權利,並騷擾前往調查的獨立團隊。
HKCAHRPP joins with the human rights and peace groups in the Philippines and throughout the world in strongly supporting the call to launch an immediate and impartial investigation into the killings and the forced evacuation of hundreds of families. The investigation must be allowed to happen without interference of the AFP, who has a long track record of violating the rights of civilians and combatants alike, and harassing independent investigation teams who come in to figure out what happened.
我們的成員在小馬可斯政權期間曾親赴內格羅斯島,直接聽取當地社群就AFP在該地區涉及的人權侵犯及違反國際人道法行為的第一手證詞。基於這些具體而嚴峻的事實,HKCAHRPP在此重申,對內格羅斯以及全菲律賓為土地、正義與和平奮鬥的人民表達最堅定、毫不動搖的聲援。我們將持續保持高度警覺,並與國際社會緊密合作,密切監察並揭露任何形式的人權及國際人道法侵犯行為,絕不容許相關暴行被掩蓋或逍遙法外。
Our members have visited Negros during the Marcos Jr regime, hearing first hand testimonies of some of the human rights and international humanitaran law violations of the AFP throughout the Island. So, HKCAHRPP reaffirms our strongest solidarity for the communities in Negros and throughout the Philippines in their struggle for land, justice and peace. We will continue to remain vigilant and working with the international community to constantly watch for possible human rights and IHL violations.
